2021

Counter-terrorism measures, sanctions and humanitarian work

15 and 16 September 2021 from 9 am to 3 pm CEST

Facilitators: Emanuela-Chiara Gillard, Senior Research Fellow at the Oxford Institute for Ethics, Law and Armed Conflict

Many humanitarian organisations have come into contact with counter-terrorism measures, country-specific sanctions and related legal provisions. Understanding which restrictions are applicable and how to comply with them is a time consuming and costly challenge.

With this online seminar, we would like to offer orientation and start the reflection: Which counter-terrorism measures can restrict humanitarian work and which ones pose the greatest challenges for humanitarian agencies? Where can we find information on country-specific sanctions and which regulations are applicable to us?

The two-day seminar is directed at experienced humanitarian NGO staff who are responsible for the implementation of humanitarian projects and who wish to understand how counter terrorism measures and sanctions affect their work. A second seminar on dealing with counter-terrorism measures with a focus on internal risk management will take place in autumn 2021.

Please find the agenda below and register online until 22 August 2021. Participation is free of charge. To enable interactive sessions, the number of participants is limited. You will receive feedback on your admission to the course after the registration deadline. The sessions will be in English. After the seminar, participants can take part in individual coachings with the trainer. The seminar is part of a common project of the Institute for International Law of Peace and Armed Conflict (IFHV) of Ruhr-University Bochum and VENRO.
