Das humanitäre System steht derzeit unter großem Druck. Die humanitären Bedarfe steigen, während sich wichtige Geberländer wie die USA, Großbritannien, Deutschland und die Niederlande zurückziehen und ihre Mittel für humanitäre Hilfe drastisch kürzen. Dadurch droht das humanitäre System zu zerfallen. In dieser Situation wird eine Reform des humanitären Systems immer dringlicher – vor allem mit Blick auf die Lokalisierung. Ziel ist es, dass künftig die Akteur_innen, die in Krisengebieten ansässig sind, die Federführung bei der Koordination und Umsetzung der humanitären Hilfe übernehmen. Die internationalen Akteur_innen stehen dabei in der Verantwortung, ihnen diese Aufgabe zu ermöglichen. In unserem Standpunkt zeigen wir auf, wie sie das machen können.

More than a promise – implementing localisation consistently
The humanitarian system is currently under great pressure. Humanitarian needs are rising, while key donor countries such as the United States, the United Kingdom, Germany, and the Netherlands are pulling back and drastically cutting their funding for humanitarian aid. As a result, the humanitarian system risks falling apart. In this situation, reforming the humanitarian system is becoming increasingly urgent – especially with regard to localization. The goal is that, in the future, actors based in crisis-affected areas will take the lead in coordinating and implementing humanitarian assistance. International actors have a responsibility to enable them to do so. In our position paper, we outline how they can achieve this.
