Empowering NGOs through Capacity Development

Capacity development (CD) has long been a central element in international development efforts, traditionally focusing all too often on ensuring that Southern partners meet donor compliance requirements and implement projects effectively. However, this narrow view of CD as merely a mechanism for satisfying external accountability has often proven ineffective in fostering meaningful change. Today, reframing CD by transitioning from hierarchical, donor-driven models to more equitable, participatory approaches that emphasise peer exchange and capacity strengthening has seen growing interest. This report aims to provide practical solutions for developing balanced and sustainable CD approaches, particularly in the complex dynamics of different relationships. It advocates for a CD model that focuses not only on measurable outcomes but also on strengthening organisations to become more resilient and self-sufficient in the long term.
