“Difficult indicators" are often mentioned as a challenge in monitoring and reporting. Most of the times these indicators are linked to qualitative aspects on the pathway of change, like behavioral changes, societal changes and abstract terminologies like corruption, empowerment, discrimination and so forth. Our one-year web-based workshops and specific donor-funded accompaniments, represented by NGOs, INGOs, donors and evaluators, highlighted the challenges in measuring such qualitative effects in any project intervention.
