Human Mobility in the Context of the Climate Crisis - How German Climate Policy can Address the Protection Gap

VENRO, Klima Allianz

Side-Event in the German Pavilion at the UN Climate Conference (COP28) in Dubai, UAE with an online Livestream

The climate crisis threatens sustainable development and livelihoods through extreme weather events and slow-onset processes like sea-level rise, leading to water scarcity, reduced crop yields, and health challenges. Climate impacts drive displacement and forced migration. While the recognition of Human Mobility in the Context of the Climate Crisis (HMCCC) is growing in international policy, there is still no adequate legal status or framework for addressing the challenges and needs of those who are forced to move.

In search of safety, displaced individuals may cross borders or become internally displaced, facing vulnerability, exclusion, homelessness, poverty, and food insecurity. While some with support may return post-recovery, those with uninhabitable homes or lost livelihoods need alternative, long-term solutions.  These situations pose new challenges for local, national, and international actors.

This event by VENRO and Climate Alliance Germany aims to discuss the growing risk and protection gap related to HCMCC, exploring opportunities within UN climate negotiations, including the Loss and Damage Fund, and emphasizing the need to close the protection gap through international law.
