The topic of shifting power and LGBTIQ* in development cooperation highlights how global inequalities are shaped by historical and structural power imbalances rooted in colonialism. Decolonial approaches aim to challenge these dynamics by centering local knowledge, leadership, and experiences—particularly those of marginalized communities. In this context, LGBTIQ* rights reveal both the importance and complexity of more equitable partnerships. 

We are pleased to invite you to the online exchange workshop “Shifting Power and LGBTIQ* – Decolonial Practice in Development Cooperation”. The workshop presents the insights by the human-rights activist Florence Khaxas and the exemplary project-work of the Hirschfeld-Eddy-Foundation.

Content

International development cooperation is increasingly called upon to address structural power asymmetries and colonial continuities. At the same time, LGBTIQ* movements in many formerly colonised countries continue to confront legal frameworks and gender norms shaped by colonial and missionary histories. Efforts to support LGBTIQ* rights are sometimes criticised as “neo-colonial” – raising difficult but necessary questions for our sector.

  • What does Shifting Power mean in practice when working with and for LGBTIQ* actors?
  • How do colonial legacies continue to shape legal and social realities?
  • What concrete changes are feasible within our organisations and projects?

The exchange will combine a short input on power asymmetries in development cooperation with reflections on colonial continuities and their implications for LGBTIQ* rights. The core of the session will be a moderated exchange on practical reform ideas and organisational learning.
