Global tax justice is a key concern of civil society. At the initiative of the Africa Group, the United Nations (UN) General Assembly decided in December 2024 that a UN Framework Convention on International Tax Cooperation should be drawn up. The modalities and initial content for the Framework Convention will be negotiated by August 2024.
From a civil society perspective, the Tax Convention offers a number of opportunities to strengthen the mobilization of financial resources for sustainable development in line with the 2030 Agenda. It could ensure that countries in the Global South significantly increase their tax revenues by taxing transnational corporations and curbing harmful tax competition. Governments would then have more public funds available for basic social services such as poverty reduction, health and education as well as adapting to climate change. In view of the steady increasing number of people living in poverty and suffering from hunger, this is urgently needed.
At our event, we will provide information on the status and potential pitfalls of the negotiations. We will present proposals for possible content of the Tax Convention. We will discuss examples of international taxation in which civil society representatives believe a multilateral Tax Convention would and should bring improvements.
