“Difficult indicators" are often mentioned as a challenge in monitoring and reporting. Most of the times these indicators are linked to qualitative aspects on the pathway of change, like behavioral changes, societal changes and abstract terminologies like corruption, empowerment, discrimination and so forth. Our one-year web-based workshops and specific donor-funded accompaniments, represented by NGOs, INGOs, donors and evaluators, highlighted the challenges in measuring such qualitative effects in any project intervention and usually refers to the following questions:
- As quality is a relative term, whose perception counts?
- How do I form an indicator for qualitative aspects?
- How can I measure this indicator?
- When is an indicator good enough?
- Is monitoring possible without indicators?
- Should a project be indicator-oriented?
Since many NGO employees have the same challenges and similar experiences as well as ideas for solutions, this workshop will be a combo of inputs, peer learning and providing guidance in order to support one another.

Who this workshop is for?
Participants shall be from all fields, those dealing with projects and programmes of development cooperation, those being responsible or involved in any activities of project cycle management. However, individuals responsible for designing, tracking, measuring, monitoring, reviewing and documenting “change” will benefit more. The workshop will pivot around philosophies of theory of change/impact orientation. However, knowledge on planning procedures like log frame-planning and the use of project cycle management is neither required nor will be taught.
The workshop is filled with participatory exercises to foster learning and unlearning experiences. One will learn through inputs, small group work, and plenary discussions. Also the scope to work on real project examples with peers, get feedback, and offer expertise to peers, time for self-study / team work in between, and gain hands-on improvisation on the qualitative changes of ongoing project will be a value-add.
Wherever possible clustering of participants on similar thematic interventions will be planned subject to the profile of the participants. Participants will also receive the presentation and links as reference material.
Lead-Facilitator: Beate Holthusen, M.A. in Economics & Socioeconomics, German:She worked for more than 25 years as a development consultant, process advisor, trainer and moderator. Ms. Holthusen has conducted training in Results-Based Management / Impact Orientation to NGO project staff in several countries in Asia (e.g. India, Nepal, Indonesia and Vietnam), Africa and Latin America. Since 2020, her new emphasis is on conceptualizing participatory web workshops for international audiences.

D in Sociology (Social Network Analysis), Manager-Research, Karl Kübel Foundation, India:She is nurtured by KKID in training, facilitation, mentorship, concept creation and content development. Since 2007, she has been co-facilitating national and international workshops - live and digital - with the focus on the transfer of knowledge in the subjects of impact orientation, child protection, volunteer mentorship and the SDGs.
