LOCALliance


LOCALliance is a partnership of five national NGO networks: CCONAT from the Democratic Republic of Congo, VENRO from Germany, Coordination SUD from France, Localization Initiative from Yemen and National Humanitarian Network from Pakistan. Together, we are committed to sustainable humanitarian aid that is primarily managed and implemented on the ground by local and national actors. You can find more information on our partners below.

The partnership has been in place since 2022 and we meet monthly to share updates on localisation in our contexts. We examine how we can support each other in our concerns and develop joint positions. 

To achieve a truly inclusive, fair, and efficient international solidarity sector, communities and local actors must be placed at the heart of decision-making and coordination mechanisms. Only through this transformation can we ensure genuine progress. LOCALliance will therefore focus on developing effective local structures for humanitarian action, supporting and improving public policies, developing and implementing new financing models, and facilitating the sharing of capacities and resources. Building on its approach of empowering local actors, LOCAL.iance aligns with the objectives of the Grand Bargain and seeks to enhance the role of national reference groups in shaping humanitarian assistance.
 



Our partner networks
 

National NGO Consultation Framework (CCONAT) from the Democratic Republic of the Congo

CCONAT is a platform bringing together National Non-Governmental Organisations active in South Kivu, Maniema, and Greater Kasai, with headquarters in Bukavu.
It arose from the need to:

  • identify and list active NNGOs to understand their legal status, activities, and geographic location;
  • provide them with a regular forum for consultation, exchange, and advocacy;
  • strengthen their representation in humanitarian decision-making mechanisms, particularly within the CRIO (Inter-Organisational Select Committee);
  • promote more effective coordination with international NGOs, UN agencies, and government agencies.

CCONAT is also active in the implementation of localisation, has served as a model for the creation of numerous other provincial platforms and has played a leading role in the establishment of national coordination of NNGOs, through the management of the platform of platforms called CONAFOHD (National Council of Forums for Humanitarian and Development Organizations).
 

Coordination SUD from France

Coordination SUD is the national coordinating body for French international solidarity NGOs. Founded in 1994, it now brings together 180 French NGOs. Member NGOs are involved in humanitarian action, development cooperation, environmental protection, the defense of human rights for marginalised people, citizenship education and advocacy.
 

Localization and Optimization of Response Mechanisms Initiative in Yemen (LORMIY)

The Localization Initiative in Yemen is a national, civil society-led movement launched in August 2021 to promote localization and optimize humanitarian response mechanisms in the country. It brings together over 100 local and national organizations, including women-led, youth-led, and disability-focused groups. The Initiative seeks to advance fair, equitable, and dignified humanitarian and development response system by advocacy and influence for strengthening local leadership, partnerships, coordination, and funding quality. 
 

National Humanitarian Network from Pakistan

The National Humanitarian Network (NHN) was founded in 2010 as a network of national and local NGOs in Pakistan. As an independent and vibrant voice, NHN is committed to promoting humanitarian values through advocacy and capacity building. NHN is representing Pakistani Civil Society at Disaster Management Authorities’ forums, Humanitarian Country Team (HCT), National Assessment and Monitoring Working Group (NAWG), Pakistan Humanitarian Forum (PHF), National Humanitarian Coordination Mechanism (NHCM), Accountability Learning Working Group (ALWG) and Gender task Force (GTF).
